ITANAGAR, JULY 27: The West Siang district students union (WSDSU) on Monday has submitted a representation to the governor of Arunachal Pradesh seeking his intervention pertaining to various violations in construction of 37 KM TAH project Nyigmoi- Pangin.
The representation submitted jointly by President Lukken Kukken Gamlin and General secretary Jumrik Bagra said that despite numerous and repeated appeals to the concerned authority the executing agency has been violating norms during the execution of the road project.
The Highway construction, under Package-IX under Trans Arunachal Highway Projects, covering a distance of 37 km from Nyigmoi to Pangin was allotted to M/s SRK Private Limited sometime in the last week of September 2020. However, work execution could not start despite repeated complaints and several meetings with the executing agency and district administration. That this project is being executed in the most unprofessional manner, violating all laid standard operating procedures and technical specifications the students union said.
The National Highways and Infrastructure Development Corporation (NHIDCL) which is responsible for highway projects has turned a blind eye to all the violations of norms and guidelines. The WSDSU said.
The work has started in snail-pace but unscientific earth-cutting and soil dumping has triggered landslides and thus, is posing greater threat to lives of the commuters. As per information the firm SRK Private Limited has sub-contracted the entire project to private firms and further the said firm has sublet to other firms. The students union said.
The student’s union March 8 last declared bandh call, later meetings of all the stakeholders were chaired by the Deputy Commissioner of the district on March 17 and 23, 2021 to break the impasse. The Union met and apprised Chief Minister Pema Khandu on April 5 who also promised to find a solution but no solution has been made so far. The WSDSU said.
The union further submitted a reminder on 7th July, the CMO informed that they will write to the PWD Highway and MoRTH to seek the status report which will only delay the matter further.
If the state government did not take immediate step and concrete action the students union has threatened to either approach the National Green Tribunal (NGT) or file a Public Interest Litigation (PIL), which will be detrimental to the development of the state and West Siang in particular. The WSDSU said.
Further the union has requested the governor to intervene in the matter and take necessary action.
